This new report released by The Civil Rights Project at UCLA finds that for the first time in three decades, the South is in danger of losing its leadership as the nation's most integrated schools. The report examines the effects of the dual processes of racial transformation and resegregation on the educational opportunity of students, as well as the relationship between race and poverty and its implications in light of the recent Supreme Court decisions. The report concludes with recommendations for school districts.

The End of Keyes -- Resegregation Trends and Achievement in the Denver Public Schools

This report describes the academic achievement trends of students in Denver's elementary schools from 1994 to 2000. It begins with a brief introduction to the original 1973 Keyes decision and the path to its conclusion in 1995. It then presents a chronology of the standardized measures of academic achievement used by the Denver Public Schools and provides a descriptive longitudinal analysis of school-level Iowa Test of Basic Skills math performance (one of the standardized measures used by the district) for elementary schools in the district. The paper concludes with policy implications of the findings.

The Unraveling of No Child Left Behind

A fundamental problem with the No Child Left Behind Act (NCLB) as reauthorization approaches is that what once seemed a clear if highly controversial policy has now become a set of bargains and treaties with various states. Federal aid programs rarely produce raging controversy, but NCLB, the major domestic policy accomplishment of the Bush Administration, has stirred passions across the country. Some of the attacks, coming from conservatives as well as liberals claim that the act itself or the policies being enforced under the act are illegal or even unconstitutional.

Denver Public School: Resegregation, Latino Style

The Denver Public Schools (DPS) provide a unique opportunity to study the dynamics of school segregation within the context of rapid demographic changes and key policy changes. In 1973, Denver became the first northern school district ordered to desegregate by the U.S. Supreme Court. Lawyers representing a group of Black, Latino and White families filed a lawsuit in U.S. District Court charging that schools in the Park Hill neighborhoods were intentionally segregated to keep White students separate from minority students.
